[A] document unearthed during bankruptcy proceedings for the Archdiocese of Milwaukee and made public by victims’ advocates reveals that the archdiocese did make such payments to multiple accused priests to encourage them to seek dismissal, thereby allowing the church to remove them from the payroll.
Cardinal Timothy M. Dolan of New York authorized payments of as much as $20,000 to sexually abusive priests as an incentive for them to agree to dismissal from the priesthood when he was the archbishop of Milwaukee.

American dioceses have paid billions of dollars in compensation to victims, the U.S. Conference of Catholic Bishops has issued what amounts to a zero-tolerance policy and Pope Benedict XVI has apologized to victims of clergy sexual abuse here and in Ireland.

Any investigation must be:
- independent of and separate from the church
- must have subpoena powers and ability to compel testimony under oath
Anything short of these criteria is a sham and whitewash.
In addition, write letters to the editor, make phone calls to politicians as they can apply pressure to keep them responsive to our demand. We need to make efforts to ensure that they follow up on what the state is doing to investigate these crimes.
